Philadelphia Water Department The Philadelphia Water Department is at the forefront of the Mayor’s efforts to make Philadelphia “the greenest city in the country.” With the PA DEP approval of its $2 billion “Green City, Clean Waters” action plan, the PWD will make fundamental changes to the city’s stormwater infrastructure over the next 25 years and save the city from having to invest in a $6 billion collector pipe for stormwater.
