At today's Policy meeting, we discussed our approach for reviewing and commenting on the current revisions being proposed for the Philadelphia zoning regulations. The attached documents include the Best Practices report and the actual draft of the their revisions so far. These are documents are all available on this website: http://www.zoningmatters.org/
We have decided to have interested members of the full Advocacy Committee review the portion of the regulations that they can offer the most expertise in. See page 75, Section 14-505 for the topics. They are in the Sustainability section. Choose between the main headings, i.e. "Reduce Vehicle Miles Travelled" or "Encourage Renewable Energy and Energy Conservation". We are also asking for a few volunteers to read the entire proposed document come up with a list of ommissions - what did they forget to talk about that would support green building?
When you review your section, please consolidate your comments in the following format:
1) Approvals - what are the items mentioned that we, as DVGBC, are agreeing with, supporting and encouraging?
2) Disapproval - which items do we not think are appropriate, or described the correct way?
3) Questions - what questions do we have for them to make the information more clear?
4) Studies - Are there any studies or additional information that we can offer the team writing these regulations in support of green building?
Janet has mentioned we need to move quickly. If you are interested and you have a little time to spare this month, please email me (cbarry@langan.com) your topic and then bring your thoughts (in the format above) to the next Policy meeting, which will be two weeks from today, March 15th 2010, at noon in the 11th floor conference room. (This is an "extra" meeting to address the short time-frame of this review.)

Zoning Code Input
I talked to Don Elliot of Clarion Associates, the lead firm for the Zoning Code revision, yesterday. He highlighted a couple of issues we touched on in the Policy Subcommittee meeting yesterday: 1) There was discussion during the first phase whether to deal with sustainability substantively in one section or to address it under topical sections such as landscaping and parking with cross-references from a more abbreviated section. The latter was the approach that was agreed to. 2) There was concern that the Zoning Code revision not get into issues that are more appropriately handled by other city regulations, such as the Building Code or stormwater regulations. He said that there would certainly be room for approaches such as incentives for high performance buildings. I gather that George Claflen, another member of the consulting team, may be looking at this issue.
In general, now is a good time to provide input /comment on things like perceived omissions before the consultant team moves forward with drafting. Don also noted that Eva Gladstein, the city's project manager, has a definite sense of how the code should come together and suggested I call her to touch base. (After we talked he sent Eva an email saying to expect my call.) I understand that Janet has an appointment to meet with her as well.
