Philadelphia’s New Storm Water Regulation

Philadelphia has innovatively revised their approach to storm water management through adoption of regulations that were effective as of January 1st, 2006. What this means for the developer, engineer, consultant and owner is a change in both the requirements and the process. This change is long overdue as Philadelphia's streams continue to be storm water impaired, and city neighborhoods remain subjected to localized flooding. These storm water management changes have resulted in a clearly defined process with storm water requirements that will ultimately lead to improved water quality, stream protection and reduced flooding.

This session will focus on how the new criteria can be met without hindering development. The Philadelphia Storm Water Management Guidance Manual is geared to the urban development and redevelopment environment by recognizing site constraints, urban soil properties, and infrastructure conditions.

Presentation by Christine Marjoram 

Christine Marjoram is an Environmental Engineer who has been taking the lead on changes to the city’s stormwater management policy, including adoption of stormwater regulations, release of Philadelphia’s Stormwater Management Manual and collaboration with City Departments to improve the development process. Miss Marjoram has a B.S. in Bioenvironmental Engineering from Rutgers University and is currently pursuing an M.S. in Civil Engineering from Colorado State University with an anticipated graduation date in Spring of 2006

Glen Abrams, AICP is an Urban Watersheds Planner for the Philadelphia Water Department and serves as adjunct faculty at Philadelphia University where he teaches Environmental Science. For the Water Department, Mr. Abrams provides technical assistance to City departments, community groups and regional agencies to develop watershed preservation and restoration initiatives. Mr. Abrams leads a team that is implementing innovative stormwater management demonstration projects in Philadelphia.
